The author begins by describing her background in vocational education and training (VET) research, mostly funded by national or state governments. A basic approach to funded equity research is described and problems with this approach identified. Terms such as equity, access and disadvantage are discussed within the context of VET and a rethinking of equity suggested. Finally, three main areas of focus for future VET equity research are identified: (i) global definitional and conceptual work; (ii) research on how to address systemic inequalities; and (iii) specific practice research, consolidating existing knowledge and transferring it to the practice context.

This is an overview outlining the technical and vocational education and training situation in Africa. The author's concludes that existing TVET institutions have facilities and human resources that are often under-utilised; that the contribution of technical and vocational education to national development and individual preparation for a career is much greater than has been acknowledged; and, that due to the high cost, fewer people amongst the majority who join the informal sector each year ever get the opportunity to benefit from TVET. Rather than call for another TVET system for the informal sector, and for purely economic reasons, it would be far better to improve on the existing TVET system to make it more comprehensive, broad-based, accessible and affordable to allow for greater participation by those in the informal sector.
